Candle.exe is not in your path by default. Either 1) add "%WIX%\bin" to your path; or 2) run candle (and related utilities) using the full path of "%WIX%\bin\candle.exe" candle_arguments_and switches. The environment variable %WIX% is usually defined by the install. To check in your command window, type echo %WIX% -- it should echo the path to where Wix is installed.
