If I remember correctly, the justification for adding dedicated driver entries to ARP is so that if the driver causes the computer to fail to boot into normal mode, you can still uninstall the driver in safe mode. You can't use Windows Installer in safe mode, so the only mechanism would be the dedicated ARP entry.
