I checked and I'm not suppressing any ICE validation. I tried again in Orca and realized I was running the full test suite and not just the Merge Module validations. It tried again with just those. After passing a bunch of ICE validations it then spits out a strange error: Execution ERROR There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. This merge module has no custom actions. That error doesn't look like an ICE error to me.
