That's right.

We use the workflow based logic to perform additional functionality, such as 
bundling files into zip files, backing up databases and running automation.  
(not to mentioning deploying and running the automated builds in the lab 
environment).

But not for typical compilation. For Team Build, Workflow is for higher-level 
build automation, not running csc.exe or light.exe; that's left to MSBuild in 
.sln or .*proj. You *can* use Workflow for those things but it just guarantees 
that your official build isn't the same as what the developers are using.
