Okay, I double-checked with Orca, and the msi has PTCoreModule with Language=1033, Version=1.0.0.0 in the ModuleSignature table, and all the references to it in the ModuleDependency table have RequiredLanguage=1033, RequiredVersion=1.0.0.0.
So I'm still not understanding why I'm getting the warning.
