This is a new problem, we've been looking at moving to wixtoolset.org. May need to accelerate those plans (which will be annoying since I want to stay focused on fixing Burn bugs for anohter couple weeks). I wonder if more people are downloading WiX toolset or if SF reduced the download policy. It may be a bit bumpy for next few weeks.
