If the transform is to be applied during an installation you must use the CreateTransformSummaryInfo method to populate the summary information stream.

I created a C# application using DTF to programatically make a copy of an MSI, update the copy and then generate a transform against the original MSI. I am able to take this MST and apply it to the MSI using ORCA without any errors and I see the rows effected that I expect to see. However when I try to run the MSI from the commandline ( on the same machine ) I get the error message: Error applying transforms. Verfiy that the specified transform paths are valid. Now here's where it gets interesting. If I apply the transform using ORCA and generate a new transform using ORCA I can then call the transforms at the commandline without an error. It's like something is wrong with my DTF generated transform and ORCA is fixing it.
