The scenario isn't clear to me at all. If this is a custom action it'll be running with the installing user's account or the system account. Exactly what is the environment here that leads you to say that "Network Service account was not having full control permission on C:\Program Files\Microsoft SQL Server folder and subfolders where is the default path to create database". How is the Network service account related to this?
