I can offer a workaround. Add a <Property> in the same fragment as the update you want to reference and then reference that property in your patch family. Alternatively, you can create a patch with no patch families if you are willing to include all the changes in the product.
This is something that we need to figure out a way to improve where entire fragments exist with nothing referencable by a normal reference.
