I have an MSI that is not installing on the Japanese language version of
Windows 7 32-bit.

The MSI has not been internationalized.

My software is installing to E:\ rather than C:\Program Files\.

And then the custom actions are not being executed.

In the log I see:

PROPERTY CHANGE: Adding TARGETDIR property. Its value is 'E:\'.

PROPERTY CHANGE: Modifying SystemFolder property. Its current value is
'C:\Windows\system32\'. Its new value: 'E:\System\'.

PROPERTY CHANGE: Adding DriversFolder property. Its value is
'E:\System\Drivers\'.

PROPERTY CHANGE: Modifying WindowsFolder property. Its current value is
'C:\Windows\'. Its new value: 'E:\Windows\'.

PROPERTY CHANGE: Adding InfFolder property. Its value is
'E:\Windows\Inf\'.

PROPERTY CHANGE: Modifying DesktopFolder property. Its current value is
'C:\Users\Public\Desktop\'. Its new value: 'E:\Desktop\'.

PROPERTY CHANGE: Modifying ProgramFilesFolder property. Its current
value is 'C:\Program Files\'. Its new value: 'E:\'.

PROPERTY CHANGE: Adding SPIRICONDIRECTORY property. Its value is
'E:\Spiricon\'.

PROPERTY CHANGE: Adding PYROCAMDIRECTORY property. Its value is
'E:\Spiricon\PyrocamKMDF\'.

PROPERTY CHANGE: Adding i386DIRECTORY property. Its value is
'E:\Spiricon\PyrocamKMDF\i386\'.

Anybody have any idea what the heck is going on? TIA.
