Would these two cultures do it? "de" for outside and "de-DE" for inside?

I have been instructed to keep the normal product name for German-speaking users outside of Germany, necessitating two German language installers - one for "GibbsCAM" and one for "Virtual Gibbs." I had planned to handle this with an additional .wxl file in my Votive project, but I see that I cannot have two .wxl files with the same WixLocalization culture specified. Is there a recommended way to create two different installers in the same language? I had thought of adding a "dummy" culture to Wix (ie, "de-vg") that would allow me to have a second German .wxl file with the product name changed throughout, but I am not sure how to go about this.
