Use CreateFolder. It doesn't hurt anything to ask for a folder to be created
that will be created anyway.

Is there a way to set permissions on a <Directory> element. I know there's a
<CreateFolder> element, but the folder will be created already as part of
the installation. It doesn't seem like there's an obvious way to do this...
(Basically my scenario is that I need to set some permissions on my web root
to allow write access.)
