Thanks! I think the real problem is that the CA is being launched as a 32-bit process (of course). now that I know the problem I have modified my application code to first look in the "normal" part of the registry, then look in Wow6432Node if the key is not found. that way it works on a 32-bit OS, on a 64-bit OS when the CA runs as a 32-bit process, and will continue to work if the CA some day starts running as a 64-bit process.
