Sorry to be so late replying to this post -- I've only just noticed it.
I think you are right, and that tutorial is wrong. I posted a similar
question to this group a couple of months ago...

And the conclusion was that you can't use this mechanism to check for an
existing installation unless you are doing a major upgrade [which is
incompatible with distribution as a patch :-( ].

I did email the tutorial author, but the tutorial doesn't seem to have
been corrected.
