First question, no idea. There's been plenty of build related discussion on this list & you'd be better off asking this sort of stuff on the WiX Developers list.
Second question, yes. WiX 3.0 is built in Visual Studio 2008. As I said on my earlier reply an easier solution is to customise the WiX UI dialogs to your specifications as described on Neil Sleightholm's blog but some people are always trying to ice skate uphill it seems.
