I fully suspect WIN64DUALFOLDERS would still get in your way if you tried to use %ProgramFiles (which on the XP64 machine I'm on right now maps to C:\Program Files\ while %ProgramFiles(x86) maps to C:\Program Files (x86)\ FYI) in a x86 package on an x64 system.
