Yes pretty much. A per-machine install will always reference per-machine locations.
There's a couple of things you could try but I don't get why you want to create something for one user on a system when the application is available to all users of the system. Also any hacks to get around this have some major very easily exposed flaws. As you can use %NAME to access environment variables as Properties you could use %USERPROFILE if you're happy to assume the user specific DesktopFolder will always be under it (could be moved, unlikely but possible). The problem then is with elevated install packages as in which user's profile are you getting, the user account logged in to the system or the user account used to launch the msiexec process?
