The easiest way I have found to do this is to maintain multiple configurations. Use one configuration for the build server and one for development systems. Then pass in the variable into the preprocessor variables in the Wix Project.

This is because TFS Build changes the output dir of each project to one common location. Instead of the path to my database project being "..\..\MyDatabaseSolution\MyDatabaseProject\sql\" like it is when building locally, it gets set to something like "..\..\..\Binaries\Release\".
