You're running into something a bit odd here. Notepad doesn't open files in exclusive locked mode. For example, open a txt file in Notepad and while it is opened in Notepad go to Explorer and you should have no problems deleting the file. Same with WordPad. If it doesn't work like that on your system then that's where I'd start checking. The full Microsoft Word does open files in exclusive locked mode.
Also, a verbose uninstall log might give you some clues.
