Is it possible your XML file has an inaccurate header? I've seen people before with an XML header like this: <?xml version="1.0" encoding="UTF-8"?> But their file isn't actually saved in UTF-8 format. This mismatch will cause MSXML (which XmlFile uses) to fail on that file, everytime - I don't remember with what error code.
Another possibility - is it possible the permissions on a parent directory of this file are extremely restrictive?
