We recently ran into something very similar... We build our .net assemblies MSIL, but a 3rd party assembly (dtSearch) was built platform-specific because it had a dependency on an unmanaged dll.
We didn't find any MSVCR71 for x64, but the vendor did supply an x64 build of their code (both .net and unmanaged). Their unmanaged dll didn't depend on msvcr71 (though I forget which rev the x64 build was on). Same thing with the Oracle drivers (and the .Net wrapper). Because this seems to be a situation that a reasonable person would not get into, I'm suggesting that you verify that it really is a native x64 binary, because people can get very loose in their descriptions, and it's still extremely common to run x86 code on 64-bit systems.
