You can happily build MSIs targeting the x64 platform on x86 boxes, there's no problem there. They just won't *run* on x86 boxes.
FWIW, I have a dedicated x86 VM for running WiX builds and I have never had a problem outputting MSI files targeting the x64 architecture.
