There is no "install again" because the product as defined by the ProductCode guid is already installed. So you probably need some kind of update where you've changed some files and want to install an updated version of the product. If you want to create a new MSI and have it act as if it's a new install as well as upgrade an existing installed one then look at the Upgrade element and major upgrades.
