This came up with someone else a few months ago. As the error message says make sure the Windows Installer service is running and accessible by the user account running the build process on the build machine. The other chap was running some sort of restricted account or something which didn't give access to msiexec. Either disable running ICE tests in your project settings or fix the access to msiexec.
