Apparently, I needed to use $(OutDir) instead of $(OutputPath). The problem when I tried this before was that $(OutDir) is not actually defined. By adding a line <OutDir>$(OutputPath)</OutDir> just after the definition of <OutputPath> in the wixproj, I was able to use $(OutDir) and it is correctly overridden by TFS Build.
