MSI's themselves are built for either x86 or x64 platforms (or Intel64 aka Itanium but they're so rare it's not worth mentioning). Build your MSI for x86 as you normally do & if a user tries to install it on an x64 system msiexec/WoW will take care of it.
Ignore everything Harshil says, you don't need an x64 machine to build an x86 MSI which works on both x86 & x64 Windows installations. MSI's & DLL's are separate issues.
