Not sure, but I guess you have to write a custom action DLL that does some tricks.
Also note that checking for an internet connection is not as easy as it sounds. The APIs provided by Windows are not 100% reliable, so most of the time pinging a remote server (google.com for instance) proves to be the best solution.
