If you are setting ARPINSTALLLOCATION with a custom action (type 51 usually), you might need a condition on it if it's unconditionally setting ARPINSTALLLOCATION to a value that is not recomputed at patch time. You'd only set it if "Not Installed". I've also seen people write a small custom action to get the install location using the Msi APIs and set the source (TARGETDIR?) when the product is already installed. Sometimes that's necessary for other custom actions that need to know the install directory during a patch as well as during a fresh install.
