Current user only. Attempting to do so from other user's hives will normally
cause data loss/synchronization issues with roaming profiles.

Some people have been able to use a feature called "Active Setup" to perform
that type of cleanup. Microsoft does not support third parties using it
(only programs that ship in Windows itself, like IE) but there is some scant
documentation on the web for it (just not from MSFT).

My personal take is that anything-everything I ever put into HKCU from
per-machine installations is "user data" and as such isn't something I even
should clean up. However, not every client agrees.
