Would "INSTALLSQLEX" property be available at the feature selection screen ?
can we set it like
<Publish Property ="INSTALLSQLEX" Value="0" ><![CDATA[&Database<>3]]></
Publish>
or do we need to have a custom action and populate like below in the feature
selection screen?
<CustomAction Id="SetInstallSQLFalse" Script="vbscript" Execute="immediate">

</CustomAction>
