Is this correct? This seems to be an action that modifies the state of
the machine, so it should have 'Execute="deferred"'. When you run the
command with 'Execute="immediate"', it is run before any other actual
installation of files, registry keys or environment variables is
performed.

I had some trouble understanding how custom actions are executed, and
