Unlike the Binary table and some others that contain the binaries themselves, the File table doesn't actually contain the files it describes: it "points" to them in the CAB(s) which are themselves described in the Media table.
Both the English and the Japanese files need to be in the File table separately, and you need to install just the ones you want in each "original view".
