I've looked into this further and I think the problem is starting with the initial patch. I noticed in the logs that the patch appears to be installing the existing application files when it is run. Upon removal the log shows that the application files are being removed (which should happen if the patch adds files). Also additional patches do not remove files but overwrite where applicable during their uninstall. Of course if this is the case it raises another question as to why the patch is installing existing application files that aren't being modified by it in the first place.
