You can set any background graphic you want in WiX's UI elements without customizing everything. The issue is that checkboxes in Windows Installer can't be made to be transparent, and as far as I know (and Windows Installer's UI is a weak point for me) Windows Installer always uses the system's (user's) default dialog background color.
