I was the one that registered WiXRepo on CodePlex, so I guess I should
answer these questions :-)

I think your idea of grouping is a good one, I like the per-language
approach.

I'm still trying to figure out the best way for people to submit items to
the repo, I think the original suggestion was for people to submit them as
patches and then I will do the work of categorizing them and putting them
into "releases" and so forth.
