Also it is impossible to ensure that all means of removing the product will show any UI at all, much less your authored dialogs, but you can use the ARPNOREMOVE trick I mention to use UI from the shell, so you don't need to create a shortcut to get it. During major upgrade, the removal is always performed disallowing modal dialogs (IIRC). All dialogs are to be shown during the InstallUISequence.
