You want to restart just the service or the entire machine? You can set ServiceControl/@Start='install' & ServiceControl/@Stop='both' if you are talking about a service, but that requires you somehow cause the component containing that service to be re-installed for that to reliably work.
You can add (and condition) a <ScheduleReboot> action in your execute sequence if you are trying to restart the entire machine.
