<UpgradeVersion Maximum='<currentversion>' IncludeMaximum='no' /> gives a warning "The maximum version is not less than the current product." But it is, that's why we have IncludeMaximum in the first place, and the MSDN documentation about ICE61 seems to accept its role and meaning.
