You might try either using the LaunchConditions table to block the install, or use the Upgrage table and UpgradeCode to uninstall the product at the beginning of the install.
These are MSI table, but have corresponding Wix elements. As always, the Wix Reference and the downloaded Windows Installer 4.5 SDK are necessary references for getting started.
