Be aware that this is not just a Windows 7 problem. I run my Windows XP machine with "large fonts" set in the control panel's Display Properties and also see the bitmap stretching. I believe it arises because the dialog size is based on the font size. When not using an external UI, we just either try to use art that scales well or use a solid colour.
