Brian, I looked through the Votive project properties and I do not see anywhere to add that url to the namespace. I tried to add it to the line below, but Votive tells me "Attribute 'xmlns' has the same namespace and local name as attribute 'xmlns'.

I looked back through the thread and saw you mentioned it earlier. Could you try to add the namespace to the .wxs file you are using and make sure that you have a project reference to the WixComplusExtension.dll in your project? Run the build one more time and see what you get.
