You might even try looking at Nullsoft Scriptable Installer (NSIS) at nsis.sourceforge.net . There may be some plugins for Web Services. I have been using it lately.
It is a nice tool for non-msi installs and is widely used for many products, especially WinAMP plugins. The scripting language takes a little getting used to.
