OK, you've very likely hit the difference between max compression and 
MSZip compress (what .wixouts use). I don't know enough about patching 
with .wixouts to offer any advice there but yes, it's the case that a 
.wixout uses a single cabinet to store its files (if bound). That means 
you're not going to be able to use a single .wixout for any package 
approaching that 2GB barrier (with MSZip). I'm not sure if it's an 
oversight or a "nobody's gonna need a 2GB package" decision.<g> The 
workaround, of course, is to not bind, messy though it be.
