Thanks for your comments, it is good to know it should work.
StopServices is before RemoveFiles. Interestingly it also happens on a
normal uninstall so a least it is consistent.

Neil, we run into the same issue with our product, but normally restart
manager catches it:

happens on major upgrade and not a regular uninstall it might be
worthwhile to know what is different about the sequence that trips up
the above special case logic in RM.
