Don, thanks for the issue number. It appears that you're requesting a pre-processor variable; I'm after an MSBuild variable exposed by wix.targets, similar to $(Configuration), $(Platform), etc.
I see in wix.targets that there is a %(EmbeddedResourceWithCulture.Culture) metadata variable referenced (on line 1549, amongst other places), but I can't seem to successfully use it in my .wixproj files.
