A clue there is to use a hidden mouse to click your window to bring it to the 
front. Or your app could flash it's taskbar icon to get the user's attention. 

I don't know what you're doing here, but you should normally be collecting and 
showing data during the UI sequence and using MsiProcessMessage where 
appropriate to show messages above the running installer window.
