You might want to try using one of the following as you are in XML.

   <Condition Message="This application is not for Windows Servers">
     VersionNT&gt;=500 AND MsiNTProductType&lt;2
   </Condition>

   <Condition Message="This application is not for Windows Servers">
     <![CDATA[VersionNT>=500 AND MsiNTProductType<2]]>
   </Condition>
