Use the property name from your Upgrade detection in the new setup.

removes an application. An application determines whether it is being removed

 Which property is set by installer during the installation of the new 
application (the one with the new version) ? How can I detect during the the 
installation of the new application that this is not a new install but in fact 
it is an upgrade?
