Have you try to put removeOnUninstall in Action attribute ? More details

However I've noticed that it's also being triggered during upgrades (when the previous version is uninstalled before the new version gets installed). I was hoping to attach some sort of condition attribute to the RemoveRegistryKey element, but haven't figured out how to do this. Is it possible? Thanks!
