Yes, that is all possible.  It'll take a bit of work (particularly around the 
UI to pick a server) but it's possible.

    I am creating an installer for a win-form application, which can be used
to interact with multiple application servers.
    During installation process, I want to allow users to select one or more
application servers from a list, and then for each selected application
servers, create one shortcut to the executable file with a different
command-line argument, which is the ip address of the corresponding
application server. The shortcuts should be available on the desktop and in
the start menu. Is the above achievable? Thanks.
